Quest

Xerox State & Local Solutions, Inc. is the company selected by the State of California to operate the EBT system, equip and train authorized Supplemental Nutrition Assistance Program (SNAP) [1] retailers for participation, and to act as the Issuer for ATM transactions.

Notice: There are certain types of stores that are restricted from processing EBT cash transactions. The following business types cannot participate in the processing of California EBT cash transactions: adult entertainment locations (e.g., adult stores, adult videos, adult toys, adult movie theaters), gambling locations (casinos, bingo parlors, poker rooms, card rooms, gambling race tracks), spa/massage parlors, cannabis retailers, smoke retailers (tobacco, cigar, cigarette, pipe), tattoo piercing, bail bonds, and cruise ships. Quest® Operating Rules
The California EBT system operates according to the Quest® Operating Rules. These rules form the foundation for the nationwide deployment of EBT. Adopted by the national EBS Council in April 1996, these rules provide the basis for a public/private partnership that is committed to developing and maintaining uniform and effective EBT operating rules and standards nationwide. All participating retailers, third-party processors, and financial institutions must comply with these rules.
