J.P. Morgan EFS (formerly Citicorp EFS) is the company officially selected by the State of California to operate the EBT system, equip and train authorized food stamp retailers for participation, and to act as Issuer for ATM transactions.

Continued Coupon Acceptance
The United States Department of Agriculture, Food and Nutrition Service (FNS), requires authorized food stamp merchants to continue to accept food stamp coupons until further notice. Furthermore, authorized merchants must continue to accept food coupons even though an EBT system operates at a particular store location. If you have questions about retailer requirements for Food Stamp Program participation, please direct them to the FNS field office in Sacramento at (916) 498-5790 or in Los Angeles at (213) 894-7834.

Quest® Rules
The California EBT system operates according to the Quest® Operating Rules. These Rules form the foundation for the deployment of EBT nationwide. Adopted by the national EBS Council in April 1996, these rules provide the basis for a public/private partnership that is committed to developing and maintaining uniform and effective EBT operating Rules and standards nationwide. All participating retailers, third party processors, and financial institutions must comply with these Rules.
